David Hughes, PhD

Hughes is a Vice President at the Human Services Research Institute. He has worked for more than 20 years on projects related to analyses of health care system utilization and cost assessment, behavioral health services research, evidence-based practices, cost simulation models for planning behavioral health systems, and the intersection of the behavioral health and criminal justice systems.
